Dr. Myrowslaw Choma is a highly experienced Obstetrician-Gynecologist with over four decades of clinical practice. He holds board certification in Obstetrics and Gynecology and specializes in private practice, as well as correctional obstetrics and gynecology medicine.

Currently, Dr. Choma serves as an OB/GYN physician at the Essex County Correctional Facility in Newark, NJ, a position he has held since 2005. He has extensive experience in correctional medicine, having worked at the Hudson County Jail, Union County Jail, Passaic County Jail, Logan Hall, and Delaney Hall throughout his distinguished career. Dr. Choma also maintained a private practice for over 30 years, from 1982 to 2012.

A dedicated researcher, Dr. Choma earned his PhD with a dissertation on erythrocyte lifespan in cholecystectomized patients, which involved comparative studies of Chromium 51 labeling and bilirubin excretion. He also contributed to the field with a publication in Contemporary OB/GYN in March 1977, titled “A Plan to Remember the Structural Formulas of Steroid Hormones,” which he co-authored with Shun LI, T., Kaminetsky, H., and Caterini, H.

Dr. Choma is a member of several professional organizations, including ACOG, AMA, the New Jersey OB/GYN Society, and the Union County Medical Society. He is fluent in English, German, Polish, and Ukrainian, which allows him to serve a diverse range of patients. His patient care philosophy centers on active listening, allowing patients to voice their concerns and promoting trust in the physician-patient relationship.

Dr. Vladimir Bozic is a board-certified orthopedic surgeon specializing in sports medicine. He completed his orthopedic surgery residency at Los Angeles County Hospital and the University of Southern California Medical Center. During this time, he treated pediatric orthopedic patients at the Children’s Hospital of Los Angeles and worked with the team physicians for the University of Southern California.

Dr. Bozic completed his sports medicine fellowship at Stanford University, where he trained with team physicians for the Stanford University athletic teams and the San Francisco 49ers.

Dr. Bozic treats a wide variety of orthopedic injuries and conditions in both pediatric and adult patients. Considering both surgical and non-operative treatment options, Dr. Bozic frequently recommends physical therapy, lifestyle and activity modifications, bracing, casting, and injections, including ultrasound-guided injections. Dr. Bozic takes the time to listen to patients’ questions and address their concerns, and believes it is important for patients to make informed decisions.

Dr. Jason Perlman is a distinguished leader in telemedicine, recognized for his transformative contributions to healthcare across the U.S. A seasoned hospitalist physician, he served as Associate Professor and Director of Hospital Medicine at Atrium Health, where he established the institution’s first hospital medicine fellowship and acted as Medical Director for the North Carolina Medicaid Program, influencing healthcare policy and driving initiatives aimed at improving quality and cost-effectiveness.

Dr. Perlman founded several healthcare companies, most notably a telemedicine organization that quickly became the largest in post-acute care. Under his leadership, this company focused on enhancing care coordination and leveraging digital medicine to reduce emergency department visits and prevent avoidable readmissions. In addition to his work in post-acute care, Dr. Perlman has made significant strides in correctional healthcare through his initiatives with Cromford Health. His telemedicine programs address critical areas such as Medication-Assisted Treatment (MAT) for substance use disorder and chronic care management, providing quality care while reducing the risks associated with off-site transportation.

Dr. Michael Berger is a surgical podiatrist and certified wound care specialist with over 5 years in practice. Dr. Berger specializes in wound care, amputation prevention and diabetic limb salvage. Dr. Berger completed his medical training at Temple University in Philadelphia, PA, his intern year at Temple University Hospital as well as his surgical residency at Virtual Health System in Voorhees, NJ. He is a Fellow in the Academy of Physicians in Wound Healing.

At the completion of his training, he started a comprehensive onsite wound care and amputation prevention program for the Maryland Department of Public Safety and Correctional Services, where he served as the Statewide Wound Care Specialist for the sentenced and pre-trial contracts, overseeing care for the greater than 17,000 incarcerated individuals across the state. He has had the privilege of lecturing both locally as well as nationally on the importance of initiating a comprehensive onsite wound care and amputation prevention program in the correctional setting.

Dr. Nakia Perry-Goffney is a New Jersey Licensed Clinical Psychologist and seasoned administrator with over 15 years of experience at the intersection of mental health and the criminal justice system. As a Mental Health Director, she has spearheaded complex clinical operations within correctional facilities, bridging the gap between medical care, custody, and rehabilitative services.

Dr. Perry-Goffney specializes in forensic psychology. Her expertise encompasses parole and pre-employment evaluations, fitness-for-duty exams, and the management of Medication-Assisted Treatment (MAT) programs. Throughout her career, she has remained a dedicated advocate for underserved populations, focusing on gender and sexual minorities, veterans, and individuals with comorbid conditions. Her leadership is defined by a commitment to clinical excellence, policy implementation, and the professional development of the next generation of clinicians. She is a member of the Americal Psychological Association

SENIOR DIRECTOR OF UTILIZATION MANAGEMTN

Mignon Ernst serves as Senior Director of Utilization Management at CFG Health, providing strategic leadership and operational oversight of Utilization Management across the organization. She oversees inpatient and outpatient medical necessity review, prior authorization processes, and Utilization Management compliance in support of CFG Health’s mission to deliver high-quality, patient-centered care in correctional healthcare settings.

Ms. Ernst brings more than 30 years of healthcare experience, with deep expertise in Utilization Management, regulatory compliance, and clinical operations. She partners closely with Executive Leadership, Medical Directors, and regional teams to promote timely access to care, responsible resource utilization, and adherence to contractual, regulatory, and accreditation standards.

Her career includes senior leadership roles overseeing enterprise and regional Utilization Management operations across correctional healthcare, inpatient case management, and managed care environments. Ms. Ernst has provided Utilization Management leadership across many Department of Corrections contracts and numerous county jail systems nationwide and has collaborated with Chief Medical Officers and provider teams to develop UM processes, training programs, and provider education initiatives.

Dr. Joel Federbush brings over three decades of experience in forensic and general psychiatry to his role as Chief Psychiatrist at CFG Health Systems. Board-certified in both Psychiatry and Forensic Psychiatry by the American Board of Psychiatry and Neurology, Dr. Federbush has held leadership positions across correctional, hospital, and community settings, including serving as Director of Psychiatry for multiple county jails and juvenile detention centers, and as Associate Medical Director at Bergen Regional Medical Center.

Throughout his career, Dr. Federbush has been a trusted consultant for legal and protective services, conducting forensic evaluations for DCPP, Adult Protective Services, and private attorneys.

A frequent presenter at national conferences, Dr. Federbush has delivered lectures on topics ranging from psychiatric emergencies and PTSD to malingering detection and therapeutic laughter. His published work includes contributions to American Jails Magazine and clinical research on antidepressants and nutrition.

Dr. Federbush is passionate about advancing mental health care in justice-involved populations and is known for his collaborative, team-based approach to psychiatric leadership.

CHIEF DENTIST

Dr. Dunoff brings a wealth of dental practice expertise and practice management experience to CFG Health. As Chief Dental Officer, Dr. Dunoff developed a mobile dental group that services non-traditional patients, which led him to carry his expertise and skills over to dental correctional care.

Dr. Dunoff has a clinical appointment as Associate Professor at the University of Pennsylvania School of Dental Medicine where he teaches restorative dentistry weekly. Dr. Dunoff is a member of many professional organizations including the American Dental Association, New Jersey Dental Association, Special Care Dentistry Association, and the Academy of General Dentistry.
